अपराध और उत्तर–प्रदेश का हमेशा से चोली–दामन का साथ रहा है. उत्तर प्रदेश हमेशा से ही अपराधियों का गढ़ माना जाता रहा है. सदियों से बहुत से ऐसे माफ़िया–डॉन उत्तर प्रदेश में पैदा हुए और उन्होंने अपना जाल पूरे हिंदुस्तान और विदेशों में भी फैला दिया। अगर हम Internet पर “Mafia in UP” search करेंगे तो एक लम्बी लिस्ट आ जाती है. विकिपीडिया ने इन सभी के लिए अलग से एक–एक पेज बना रखा है क्यों की इनकी लिस्ट ज्यादा लम्बी है और इनके कारनामें उससे भी ज्यादा.
अब सवाल ये है की लोग इतना influenced क्यों होते हैं.
हम सबकी एक सामान्य आदत होती है की “नाम” और “दाम” सबको चाहिए होता है. चाहे वो कोई भी हो, सबकी यही ख्वाहिश होती है की उसका ज्यादा से ज्यादा नाम हो, रुतबा बना रहे, चार लोगों में जब भी बात हो तो उसका नाम इज़्ज़त (यहाँ पर डर पैदा करके जो नाम कमाया जाता है उसको इज़्ज़त कहा गया है) से लिया जाये और इन सभी के साथ एक शान–शौकत वाली जिंदगी जीने के लिए अथाह पैसा भी होना चाहिए।
माफिया–डॉन बनने के पीछे भी सबकी अपनी अलग–अलग कहानी होती है. कुछ बताते हैं की हमारे साथ गलत हुआ था, इसलिए मैं इस रास्ते पर आया. अब वो चाहे किसी व्यक्ति–विशेष ने किया हो या समाज ने या फिर प्रशासन ने.
लेकिन सत्यता ये है की आप चाहे किसी भी परिस्थिति में इस रास्ते को अख्तियार किये हों लेकिन जाता ये रास्ता हमेशा गर्त की तरफ ही है.
लोगों को जल्दी से जल्दी "नाम और दाम" दोनों कमाना होता है
जो आदमी बदले की भावना से इस रास्ते पर जाते हैं उनको अगर हम छोड़ दे क्योंकि ये एक अलग topic है उस पर हम बाद में आएंगे, तो बाकि लोग नाम और दाम कमाने के लिए शार्ट–कट पर जाना पसंद करते हैं क्यों की वो अगर सही रास्ते पर जायेगे तो उसमे मेहनत है, समय भी लगेगा। उदाहरण के लिए अगर हमको नाम और दाम दोनों कमाना है तो हम डॉक्टर और वैज्ञानिक बन कर भी दोनों कमा सकते हैं और समाज का और देश का भला भी होगा लेकिन इसमें समय लगेगा अब जिसको रातों–रात अमीर बनना हो वो इतना इंतज़ार नहीं कर सकता। इसलिए वो बुरा रास्ता चुनता है जो उसको name और fame दोनों जल्दी दिला सकता है, उस समय वो सोचता है की बहुत सही रास्ता है मैं इसमें सफल हो जाऊंगा लेकिन आज तक कोई सफल नहीं हो पाया है इतिहास उठा के देख लो चाहे जितना बड़ा माफिया–डॉन हो. अंत बहुत बुरा हुआ है. अगर वो जिन्दा भी है तो या तो जेल में है या फिर दूर कही जाके किसी बिल में छुप के बैठा है और ये ऐसा रास्ता है जिसमे वो अपने माँ–बाप, भाई, बहन, बीवी किसी पर विश्वास नहीं कर सकता है.
अपराधी बनने की शुरुआत
बात करते हैं शुरुआत की, जब कोई नया–नया इस रास्ते पर आता है तो उसको किसी सफेदपोश चेहरे के सहारे जरुरत होती है, वो क्या सोचता है की ये मुझको बचाएगा, कोर्ट–कचहरी, पुलिस के चक्कर में जाने से रोक देगा और सफेदपोश क्या सोचता है की ऐसे बहुत से काम हैं जो मैं सीधे तरीके से नहीं कर पाउँगा तो उसमे ये मेरे काम आएगा। अब आप देखिये ये जो गठजोड़ होता है ये पूरी तरह से स्वार्थ से बँधा हुआ है. दोनों आदमी एक दूसरे के पास अपना फायदा देख कर आये है. और इन दोनों को ये पता होता है की कानून के हाथ इन दोनों से बहुत ऊपर हैं लेकिन ये जान–बूझ के उसको नजर–अंदाज करते हैं.
जो दुनिया के सामने नहीं है वो कुछ भी कर सकता है जब तक वो छुप सकता है लेकिन जो सफेदपोश है वो तब तक ही उसकी मदद करेगा जब तक उसके ऊपर कोई आँच ना आये, जिस दिन उसके ऊपर कोई आँच आने वाली होती है या उसके इस दोस्ती के कारण उसके राजनैतिक जीवन में कुछ असर होने वाला होता है उस दिन वही उसके काल का कारण बन जाता है.
फिल्मों में villain को ज्यादा बढ़ा-चढ़ा कर दिखाना
हमारे बॉलीवुड की पिक्चरें भी कम प्रभावित नहीं करती किसी को इस गलत रास्ते पर जाने के लिए, खलनायक को इतना प्रभाव–शाली दिखाया जाता है की बस भगवान की शक्तियों से लड़ना बाकी है इसका, धरती पर तो सब इससे परास्त हो चुके हैं.
और जीवन जीने का तरीका, उतनी सुविधाएँ तो शायद स्वर्ग में भी न मिलें जितना हमारी फिल्मों के villains को मुहैया कराई जाती हैं।
इसी चकाचौंध को देख कर भी लोग इस अँधेरे रास्ते की तरफ चले जाते हैं जो आगे कहाँ जाता है सबको पता है.
धीरे–धीरे सब कुछ बदल रहा है, आज के 20-30 साल पहले लोग थोड़ा बहुत निकल जाते थे आगे लेकिन अब वो पुराना जमाना नहीं रहा, टेक्नोलॉजी एडवांस हो गयी, लोग एडवांस हो गए, प्रशासन भी advanced टेक्नोलॉजी अपने प्रयोग में लाने लगा. जनता भी जागरूक हो गयी है और बदलती सरकारें काफी असरदार रही हैं माफिया–राज को ख़त्म करने में चाहे वो उत्तर प्रदेश हो या फिर पूरा भारत।
कुछ लोगों में सत्ता में काबिज़ होने की भी सनक होती है जो उनको जल्दी प्रसिद्धि पाने के लिए गलत रास्ते पर ले जाती है.
"अगर एक बार गंदे में पैर पड़ जाये फिर आदमी आगे बचा के नहीं चलता, ये सोचता है की अब तो गन्दा हो ही गया है" लेकिन जहाँ तक गए हो वही से लौट आओ वही सबसे बेहतर उपाय है.
पवित्र ग्रंथ “गीता” में कहा गया है कि जो मनुष्य किसी मानव, समाज, जीवों आदि के काम ना आये, उनकी सहायता ना करे सिर्फ अपने लिए जिए वो मनुष्य नहीं पशु है, उसका जीवन पशु समान है. तो ऐसे आपराधिक–आचरण वाले व्यक्ति अपने जीवन में किसी का भला नहीं कर सकते न खुद का ना ही अपने किसी सगे–सम्बन्धी, मित्र या समाज का. और जो भी इनसे जुड़ा रहेगा वो परेशान ही रहेगा इनके जीवित रहने पर भी और इनके बाद भी.
आज के समय में दाऊद इब्राहिम से बड़ा माफिया कोई नहीं हुआ हिंदुस्तान के इतिहास में लेकिन आज उसका वर्तमान देख लो, हो सकता है की उसके पास बहुत पैसा हो लेकिन क्या वो इस धरती पर एक आज़ाद जिंदगी जी सकता है, round the clock उसको अपनी मौत का डर सताता होगा। अपने माँ–बाप, भाई–बहन या किसी भी खास को क्या जिंदगी दिया होगा उसने। पूरी जिंदगी अपनी जिंदगी को बचाने में निकाल रहा है. अपने बीवी के हाथ के बने खाने को भी पहले test करवाता होगा खाने से पहले, क्या फायदा हुआ मानव जाति में जन्म लेने का जब धरती का सुख ही नहीं भोग पाया।
उत्तर प्रदेश के माफिया लिस्ट में श्री प्रकाश शुक्ल का भी नाम बहुत उछला था 1996-1998 के दौरान,
श्री प्रकाश शुक्ल को भी अच्छा खाने, पहनने और नाम कमाने का बहुत शौक था. काफी कम समय में उसने अंडरवर्ल्ड में अच्छा नाम भी बना लिया था की उसके एक फ़ोन से कोई भी हो थर–थर कांपने लगता था लेकिन उसका हश्र क्या हुआ सबको पता है, अपने आखिरी समय में STF के अधिकारियों के पैर पकड़ अपने जान की दुहाई मांग रहा था.
आज का युवा गुंडे–बदमाशों को अपना आदर्श मानता है और उनके आका भी इनसे खुश रहते हैं क्यों की जयकारा लगाने वाले भी यही होते हैं और अपना जयकारा लगवाना किसे अच्छा नहीं लगता। लेकिन उनको ये बात समझना चाहिए की बीरबल कभी राजा नहीं बन पाया था इतना बुद्धिमान होने के बावजूद और लक्ष्मण जी बहुत बड़े योद्धा थे, राम–रावण युद्ध उनके बिना संभव नहीं हो पाता लेकिन उनकी पूजा नहीं होती कहीं, कहने का मतलब है की अपने दम पर कुछ अच्छा करो की जिससे खुद का और कुल का नाम ऊँचा हो, वरना “फलाने के साथ रहते हैं” इससे ज्यादा पहचान नहीं बन पायेगी कभी.
किसी भी आपराधिक प्रवृत्ति वाले व्यक्ति का कोई सगा नहीं होता है,
न जाति, न धर्म और ना ही वो अपने समाज का कभी भला कर सकता है. अंत में यही कहना चाहता हूँ की किसी भी माफिया डॉन से प्रभावित होने से पहले और उनके जैसा बनने से पहले दाऊद–इब्राहिम, अबू–सलेम, मुन्ना बजरंगी, श्री प्रकाश शुक्ल, विकास दुबे या और भी बहुत लिस्ट लम्बी है उनका हश्र देख लो.
फिल्मों से प्रभावित होकर कोई कदम ना उठाओ वहां उनको पैसे मिलते हैं यहाँ आपको उसकी कीमत जान देकर और अपने परिवार को खो कर या बर्बाद करके चुकानी पड़ती है.
दुनिया बहुत खूबसूरत है, धरती पर जन्म लिया है तो मानव जीवन का आनंद एक संभ्रांत व्यक्ति बन कर लो. कुछ नहीं रखा है इन सब में सिवाय खोने के.
अब बात करते हैं बदले के भावना से गलत रास्ता चुनने के बारें में. असल में कुछ ऐसे भी वाक़्यात भी हुए हैं जिससे कुछ लोगों में न्याय–पालिका के ऊपर से विश्वास उठ गया है या कम हो गया है और ये भी एक कटु सत्य है की न्याय–पालिका द्वारा न्याय मिलने में आदमी की जिंदगियां भी निकल जाती है इसलिए लोग जोश में आकर खुद ही न्याय करने लग जाते हैं
न्यायपालिका पर भरोसा रखना चाहिए
लेकिन ये पूरी तरह से गलत है और क़ानूनन अपराध की श्रेणी में आता है. और जैसा की मैंने पहले बताया की जब एक बार आदमी गलत काम कर देता है फिर करता ही रहता है, अगर जोश–आवेग में आकर कुछ गलत हो भी गया गया है तो उसको सुधारना चाहिए और प्रायश्चित करने का प्राविधान भी है भारतीय संविधान में. कुछ क्षणिक सुख के लिए अपने जीवन को बर्बाद कर लेते हैं, लोगों को चाहिए की कानून व्यवस्था और भारतीय संविधान पर भरोसा रखे देर से ही सही लेकिन न्याय मिलेगा। हमारा आज भी न्याय–पालिका पर विश्वास है कभी किसी से कुछ प्रॉब्लम होता है तो उसको यही धमकी देते हैं की तुमको हम कोर्ट में देख लेंगे।
किसी को भी अपराधी बनाने में उसका परिवेश, समाज, परिवार और उसका मानसिक व्यव्हार ख़ासा योगदान देते हैं.
हम सबको यह प्रण लेना चाहिए की अपने उत्तर–प्रदेश को एक उत्तम–प्रदेश बनाने में मदद करें और भय–मुक्त, अपराध–मुक्त समाज की स्थापना करें। जिससे हमारा कल और परिवार दोनों सुरक्षित रह सके.
